有媒体人士分析，在目前已有的一些外资收买我国卷板机企业的案例中，跨国公司正在以廉价的价格将我国骨干卷板机企业的优质财物、独有品牌、核心技术和制作才能，归入合资企业，经过操控企业经营权，逐渐迫使中方退出，终究达到消除潜在竞争对手、垄断我国市场、压制我国技术进步的目的。而且这样的状况已不是个案。在承受媒体采访时表示，近年来约70%的外资并购为战略性卷板机工业并购，即全球布点性质的长期出资，这类并购的直接结果就是使中方失掉对职业卷板机龙头企业的操控权，进而导致外资企业将对整个职业完结垄断。
状况好像相当严重，2016年6月，商务部发布了《我国工业外资操控陈述》，明示了数年来吸引外资投入我国的成效和利弊。

一切在之后出台的《国务院关于复兴配备制作业的若干定见》中真相大白。对于争辩激烈的外资并购，“定见”的出台比朴实品德层面的争辩更具建设性。《定见》清晰了加速复兴配备制作业的方针：到2010年，开展一批有较强竞争力的大型配备制作企业集团，增强具有自主知识产权严重技术配备的制作才能，根本满意动力、交通、原材料等领域及国防建设的需求。配套此“定见”，财务部将会同国家发改委等有关部门，组织有关企业、职业协会着手研讨有关财税鼓励方针的执行。
令人欣慰的是，定见第一条就是：以结构调整为主线，优化配备制作业产品和工业结构，构成一批特征明显、要点杰出的工业集群和配备制作集中地。因而，卷板机业内部整合加速或可期待。
